An adult male may be so feminine in appearance and presentation that he is routinely mistaken for female in casual social contexts. Not often, but it happens. It's much more common for an adult female to be so masculine that she is routinely mistaken for a male. Both of these are okay.

However, it is not a change of sex. In any situation where sex actually matters, the boundaries must be held by sex.

Most situations in society are unisex. It simply doesn't matter (or shouldn't matter) whether the human ordering a hamburger is male or female. Anyone is free to choose a style as masculine or feminine as they wish, regardless of sex. No need to legislate fashion.

Apparently we do need to legislate an adherence to reality. Humans cannot change sex.
